Man Earns Salary With Fake Documents for 11 Months as FG Fails to Exercise Due Diligence

Taiwo Stephen Ayodeji, a former civil servant at the Ministry of Power, is facing forgery charges for securing a job
with a fake appointment letter through the Federal Civil Service Commission (FCSC).

Ayodeji collected ₦760,705.44 in salaries over 11 months despite using forged documents. The
Independent Corrupt Practices and Other Related Offences Commission (ICPC) uncovered the fraud and revealed flaws
in the recruitment process and payroll management system of the Federal Government.

Mayen Gajere, the retired Deputy Director of Recruitment at the FCSC, testified about recruitment protocols,
emphasizing that appointments require the authorization of the Head of Civil Service and compliance with the
Integrated Payroll and Personnel Information System (IPPIS). However, Ayodeji bypassed these systems.

The IPPIS platform, designed to prevent fraud in government payrolls, failed to detect the suspicious employment.
The Office of the Accountant General confirmed Ayodeji’s name was on the IPPIS platform without supporting
documentation. Ayodeji implicated a contact named Williams Umude as the facilitator of the forged letter.

Ayodeji pleaded not guilty during his arraignment in February 2024. The case is adjourned to March 2025.
